        This research focused on activating digital intrinsic capabilities by focusing on strategic openness, and the answer to it was aimed at clarifying the philosophical and theoretical connotations of these variables. Presenting the analytical framework of the research hypotheses, conclusions and recommendations. The study sample represented a group of employees in educational institutions in Iraq (University of Baghdad, University of Tikrit, University of Mosul), by testing the relationships of influence and correlation between the research variables. , by adopting a questionnaire as a measurement tool, and the data was processed through the statistical program (SPSS) to prove the validity of the research hypotheses related to the effect and correlation between the research variables and the use of the multiple regression coefficient and the correlation coefficient as statistical methods. The most prominent conclusions reached by the research in the theoretical and field framework, the most important of which was the presence of a positive moral correlation between the combined strategic openness and the combined digital core capabilities of the educational institutions under study in terms of their variables according to the value of the correlation coefficient at the aggregate level. Based on the conclusions that the research showed, the research presented some recommendations, the most important of which is the need for officials in educational institutions to focus on paying attention to the concept and value of strategic openness.
